Instructions
Set the Instant Pot to "Saute" mode and add the Italian sausage. Cook, stirring occasionally, until the sausage is browned. Remove the sausage from the Instant Pot and set aside.
In the same pot, add the diced onion, sliced bell peppers, and minced garlic. Saute for a few minutes until the vegetables are softened.
Add the crushed tomatoes, diced tomatoes, chicken broth, dried oregano, dried basil, red pepper flakes (if using), salt, and pepper to the Instant Pot, and stir to combine.
Return the browned Italian sausage to the Instant Pot.
Add the uncooked penne pasta to the pot, ensuring it is submerged in the liquid.
Close the Instant Pot lid and set to "Manual" or "Pressure Cook" mode for 5 minutes on high pressure.
Once the cooking time is complete, perform a quick pressure release.
Give the pasta a good stir to combine all the ingredients.
